Market dynamics, economic globalization, financing development, environment, corruption, financial crime, regional Integration, cultural diversity and trade, education… These key global policy Issues of the day - to name a few - are protean and at the intersection of local, national, international and global interests. This inherent complexity is amplified by the ever growing number of actors involved in decision-making process. The Master in International Public Management is intended for students who are interested in careers in international public service that rely on advisory and advocacy skills in order to facilitate and coordinate the formulation of global policy. It aims more generally at training policy makers with the capacity to operate in a variety of cultural contexts in addressing issues of international range. The program provides students with a variety of tools for policy analysis essential to becoming key players in the decision-making process at the international and global level.
Although it is possible to undertake the Management public international / International Public Management Master program without it, important prior work experience in the field or a specialised undergraduate course of study (law, business, engineering …) is an asset for placement for graduates of the programme.

Richard Balme is professor of political science at Sciences Po, Paris School of International Affairs, and research fellow at the Centre d’Etudes Europeennes (CEE). He also teaches at the School of Public Policy and Management of Tsinghua University, Beijing. He teaches and researches comparative public policy and international relations. Main orientations and specific features
Depending on their career aspirations and in relation to the type of institution in which they aspire to work – local and national administrations, notably the diplomatic corps, intergovernmental and governmental organisations or transnational firms – students have the possibility to chart a personalised course of study in the IPM programme.
Courses are provided in three main areas: International Organizations and Global Governance; Public Policy: Theory and Analysis; and Policy Management and Leadership. Students may choose to concentrate on one global issue or else study several contemporary global issues in which State sovereignty and multilateralism are both seen as struggling to find an appropriate policy response. In order to contextualise the interplay of actors students also have the choice to focus on the study of established and emerging non-State players or on the dynamics of interactions at the international and global levels through the study of leadership, the sociology of international relations or intercultural management. Europe as a key regional player is not forgotten. Lastly, students may acquire and develop operational, concrete skills in a number of domains: analysis and evaluation of public policy, information systems, legal writing, crisis communication and advocacy, and diplomatic practices.
Management public international / International Public Management students may typically consider careers in local, national or international administrations, in intergovernmental and non-governmental organisations or in transnational firms, working in domains such as international cooperation, development or new public-private sector partnerships.
